South Korea’s “anti-leaflet law,” which was passed in Dec. 2020, bans individuals from sending flyers, money and goods — including activists’ favored USBs filled with foreign media — to North Korean territory. Violators face up to three years in prison or a fine of up to 30 million won ($27,200).
