SEOUL – A high ranking KPA Vice Marshall has been sent to China by Kim Jong Un as a “special envoy” after leaving Pyongyang by plane, the KCNA reported this morning.

Choe Ryong Hae, Director of the Korean People’s Army (KPA) Politburo, visited China with Kim Jong Il in August 2010.

“The timing makes sense in that it would be logical for North Korea to make some kind of proactive diplomatic move ahead of the Xi-Park summit scheduled for June,” John Delury at Seoul’s Yonsei University told NK News.
