Yoon Suk-yeol, defense chief clash over characterizations of DPRK artillery test

Two sides disagree about whether North Korea’s latest weapons test on Sunday violated inter-Korean military agreement

North Korea’s multiple rocket launcher (MRL) test on Sunday morning “breached” the inter-Korean military agreement under which the two Koreas promised to stop artillery fire near the maritime border, South Korean president-elect Yoon Suk-yeol said on Tuesday. 

Seoul’s Defense Minister Suh Wook and Democratic Party lawmakers immediately rebuked Yoon’s interpretation the same day. 

Addressing his presidential transition team in a public meeting, Yoon asked whether North Korea’s MRL test violated the Sept. 19, 2018 inter-Korean military agreement. Kim Sung-han, the team’s head of foreign policy and security, responded that it did.
