North Korean state media keeps criticizing Seoul despite hotline restoration

DPRK likely seeks concessions on arms buildup and drills with US, while Seoul emphasizes need for talks on such issues

The propaganda push aimed at an outside audience likely seeks to push South Korea to make concessions ahead of potential talks, though the Seoul government maintains the two sides can address issues the North has raised through discussions.
