The UN’s N.Korea sanctions: The new, the familiar, the easily avoided

Much will depend on how other countries, especially China, choose to enforce new resolution

Much about UN Security Council Resolution 2270, the latest round of international sanctions applied to North Korea, has the whiff of familiarity. There were reaffirmations of positions, more people and companies added to the blacklist and more specificity placed on luxury goods.

However, some provisions are new in both content and tone and will add considerable difficulties to North Korean dealings. Others seem tough initially, but appear much less so when one looks at enforcement. Others have relatively simple workarounds.
