South Korean President Park Geun-hye used her 2016 New Year’s speech to stress the importance of propaganda broadcasts and China’s involvement in restraining the North.

Park released a statement on Wednesday at the Blue House, saying South Korea has recently encountered a security risk and been in an “emergency state.”

Park said the propaganda broadcast at the inter-Korean border is a “most effective mind game,” giving out an example of some North Koreans who fled the North after having listened to it.

Park added that the Korean government would make diplomatic efforts to bring up the UN Security Council Resolution
