North Korea’s ruling party opened the Ninth Party Congress on Thursday, according to state media, where leader Kim Jong Un made an optimistic speech on the country’s future and vowed to fix “deep-rooted” incompetence.

The Korean Central News Agency (KCNA) reported Friday that 5,000 party members and other delegates at the congress will first “review” the past work of the Party Central Committee before discussing amendments to party rules and then electing new central leadership of the Workers’ Party of Korea (WPK).

It did not specify how long the congress will last.
