North Korean leader Kim Jong Un attended the third rural factory opening ceremony under his Regional Development 20×10 Policy, according to state media on Wednesday, as part of his stated plan to rescue the “backward” countryside from poverty. 

The Korean Central News Agency (KCNA) reported Kim attended a factory completion ceremony in Jaeryong County on Tuesday, following a similar event in Songchon County on Dec. 20.

Like the Songchon factory cluster, the Jaeryong complex includes factories producing foodstuffs, clothing and “daily necessities” like soap, photos show. Jaeryong is located southwest of Pyongyang in what KCNA called the “West Sea breadbasket.”
