Seasonal monsoon rains have flooded parts of the North Korean region that is home to the country’s core nuclear facility, state television reported Wednesday.
Steady rainfall over the past week also led the DPRK to release water into a river that runs into South Korea, without providing advance notice despite risks of flooding downstream, the ROK military assessed on Thursday.
