While North Korea's weapon scientists were testing a reconnaissance satellite, mid-level bureaucrats continued the 2nd Conference of Secretaries of the Primary Committees of the Workers' Party of Korea on Sunday.
The state-run Rodong Sinmun newspaper covered the second day of the conference on Monday's front page, with a small section about the projectile launch relegated to the third page.
