In the recent flare-up over the launches of anti-DPRK leaflet filled balloons into North Korea by Citizens’ Alliance for Sending North Korean Leaflets (CASNL), one would think that North Korea would blame the leader of organization (philosophy professor at Busan University Choi Woo-won) or some of the conservative politicians supporting him. Yet while the North Korean press certainly expresses its disapproval at the South Koreans participating in the launch and the South Korean government for failing to stop them, their harshest criticism is reserved for North Korean defectors.
