North Korea has announced that it will reconsider the planned high-level talks due to the launch of propaganda leaflets across the 38th Parallel, South Korea’s Unification Ministry said Monday.

The announcement comes after anti-Pyongyang activists launched propaganda leaflets via balloon last Sunday despite objections from North Korea, progressive South Korean politicians and even some North Korean defector groups.

In a fax message to the Blue House through a military hotline early Sunday morning, the North warned that the “continuation of provocations” would end the “spacious road” opened for dialogue between North and South, the ministry said.
