Two Koreas agree to re-open Kaesong complex next week

Milestone agreement comes after months of stop-start talks, but observers remain weary

The two Koreas agreed to re-open the Kaesong Industrial Complex for "trial operations" on September 16, South Korea's Ministry of Unification announced early Wednesday morning.

The announcement came after hours of intensive inter-Korean negotiations to devise a framework for bolstering confidence, trust and sustainable growth in the complex's future operations.
