North Korea's National Defence Commission (NDC) today laid out tough pre-requisite terms for negotiations with the United States and South Korea.
"If the U.S. and the South enemies... genuinely want dialogue and negotiation, they should take these steps," the NDC said in a statement published via state media outlet KCNA.
