The head of the U.N.’s nuclear watchdog expressed “deep concerns” about North Korea’s expanding nuclear weapons arsenal in a meeting with South Korea’s foreign minister on Wednesday, reiterating the need for diplomatic engagement with Pyongyang to address the challenge.
