North Korea has leveraged its deepening military partnership with Russia and renewed diplomacy with China to bolster its economy and military, while continuing to expand its nuclear and missile arsenal with weapons capable of reaching the U.S. homeland, according to a new U.S. intelligence report.

The 2026 Annual Threat Assessment released by the Office of the Director of National Intelligence on Wednesday argues that Pyongyang has been buoyed by close relations with allies, combat experience gained in Ukraine and record-high foreign currency revenues.

“The [intelligence community] assesses that an increasingly confident North Korean regime remains a source of concern regionally
