Outgoing U.S. President Joe Biden did not have a successful approach to North Korea. Alert readers will note the use of “approach,” as opposed to “strategy” or “policy,” because it’s not clear that Biden’s team ever truly had either.

The easy explanation is that Biden fell back on “strategic patience,” the much-derided strategy of his Democratic predecessor Barack Obama.

But even that
