North Korean missile testing is part of a plan to establish “strategic dominance” over U.S. and South Korean forces, a new U.S. intelligence report states, concluding leader Kim Jong Un has “no intention” of giving up his nuclear weapon program.

The 2023 Annual Threat Assessment released Wednesday also warns that a North Korean nuclear test remains an ever-present possibility, repeating U.S. assessments since the DPRK restored tunnels at its underground test site last spring.
