News South Korea seeking ways to streamline delivery of development aid to the NorthKOICA says plans must take into account "special situation" on the peninsula
A South Korean government-run agency is seeking “substantive” ways to provide grant-style official development assistance (ODA) to North Korea, documents seen by NK News this week showed. In documents provided by an opposition lawmaker, the Korea International Cooperation Agency (KOICA) stressed the need to shift the method of cooperation with the DPRK from one-time support to more regularized ODA. The Development Assistance Committee (DAC) of the Organization for Economic Co-operation and Development (OECD) defines ODA as “government aid that promotes and specifically targets the economic development and welfare of developing countries.” The KOICA, which operates under the ROK Ministry of Foreign Affairs © Korea Risk Group.
