North Korean laborers have completed the structure of the third hydro facility near Mt Paekdu, according to an article in monthly periodical Pictorial Korea.

While footage showed the third part of the large scale hydro project was nearing completion in April, the Pictorial Korea article claims the facility was complete by late March, and inaugurated the following month.
