Seoul’s state-run Korea Institute for National Unification (KINU) has revealed its prospects for the upcoming year, expecting little chance of a breakthrough in inter-Korean relations.

The report, published December 15, pointed out the two Koreas’ historical disagreements over the agenda of meetings, dating back to the 1970s and ’80s, suggesting the necessity of regularizing the meetings.

“The best scenario is an agreement to regularize high-ranking meetings, like the minister-level talks in 2000s and prime minister-level talks in early 1990s … This is the way to give and take preferable issues from both sides, by operating working-level channels from government departments,”
