Moscow wants the U.S. to negotiate with North Korea.

According to an NK News survey of Russian scholars, the view from inside Russia is that the U.S. policy on the DPRK is not working, and more effort on Washington’s part is going to be required to overcome the impasse.

Not all those surveyed necessarily agreed with this view – one said that Russia, like other countries involved, may have unrealistic expectations. Still, some do share the belief that pressuring the North, or at least not engaging it, has led Pyongyang’s current de facto nuclear status.
