Kim Jong Un might have canceled his visit to Russia due to Moscow’s reluctance to sell its anti-aircraft missile system, a Hong Kong-based media outlet reported.

North Korea’s Defense Minister Hyun Yong Chol proposed the purchase of four S-300 surface-to-air missile (SAM) system batteries during his visit to Russia last month but Moscow showed reservations, Phoenix TV reported Saturday.

While Pyongyang suggested purchasing via barter, Moscow said the purchase had to be done in cash and required the consent of neighboring countries such as China, since the air defense system could upset the strategic regional balance, the report said.

Citing
