South Korea will not engage in dialogue with the DPRK unless it abandons its preconditions, Ministry of Unification (MoU) officials said in Seoul on Tuesday.

While the MoU approved the delivery of fertilizer to North Korea on April 27, the first since the May 24 Measures were enacted in 2010, the South Korean government will maintain its current stance, which it labeled a “trust-building process.” It also sought to distance the approved delivery from any significant change in its approach to inter-Korean relations.
