North Korea’s human rights record has been adopted as an agenda item at United Nations Security Council over objections from China and Russia.

The 15-member Security Council adopted the North’s rights record on its agenda by a vote of 11-2, with Beijing and Moscow voting against and two other nations abstaining.

Prior to the vote China’s ambassador stated Beijing’s belief that the UNSC was not the proper venue for the discussions. But member states, even permanent members such as China, cannot veto items from inclusion on the agenda for discussion.
