South Korea’s unification minister proposed four-party talks with North Korea, the U.S. and China to advance peace on Thursday, addressing a security conference in Mongolia.

In opening remarks at the Ulaanbaatar Dialogue, Chung Dong-young laid out a plan to change the current armistice system on the Korean Peninsula into a formal peace structure.
