The U.N.’s human rights chief on Tuesday visited South Korea for the first time in 11 years, warning that Seoul must ensure diplomatic engagement with Pyongyang should not come at the expense of human rights concerns.

U.N. High Commissioner for Human Rights Volker Türk arrived in South Korea for a three-day trip to meet with North Korean defectors, human rights activists and government officials, and to attend a human rights forum, according to the U.N. Human Rights Office in Seoul.
