North Korea’s Ninth Party Congress came to a close on Wednesday, culminating in a series of foreign policy, economic and military announcements that largely met expectations. 

Yet for all the predictable outcomes centered on themes of continuity and consolidation, the congress was also notable for several widely anticipated developments that failed to materialize.

These range from a complete lack of new signals about the role of Kim Jong Un’s daughter in succession plans, to no announcements about naming Kim as president or reopening the country to foreign tourists.
