The U.N. aviation watchdog has condemned North Korea and Russia for “recurring” GPS jamming incidents endangering civilian air traffic on the Korean Peninsula and in Europe.

The International Civil Aviation Organization (ICAO) Assembly backed its Council’s June decision that Pyongyang and Moscow’s interference with the Global Navigation Satellite System constitutes “infractions of the 1944 Convention on International Civil Aviation,” the watchdog said in a press statement last week.

The ICAO Assembly’s censure came during its 42nd session in Montreal from Sept. 23 to Oct. 3, following the Council’s criticismof North Korea for jamming GPS signals near the inter-Korean border
