Russia to hold talks with North Korea on increasing quota for DPRK students

Proposal is likely a ‘ploy’ to bring in DPRK workers under student visas in violation of sanctions, expert says

A delegation from North Korea’s education ministry is visiting Russia to discuss expanding the quota of DPRK students at Russian institutions, in what one expert called a likely “ploy” to evade sanctions and hire more workers. 

The Russian Embassy in Pyongyang reported that Ambassador Alexander Matsegora saw off the delegation led by DPRK Education Minister Kim Sung Du, which departed Pyongyang for Vladivostok on Friday.
