North Korea opened a new hydroelectric power plant in the country’s southeast last week, according to state media, infrastructure that an expert said could positively affect the lives of local residents in a country that has long struggled with persistent electricity shortages.

Authorities held an opening ceremony for Naephyong Power Station No. 3 in Kangwon Province on Dec. 23, according to a report by Korean Central Television that aired on Sunday.
