Law banning leafleting toward North Korea unconstitutional: Unification minister

Kwon Young-se criticizes law in opinion to Constitutional Court months after his own ministry warned it will enforce it

South Korea's "anti-leaflet law" that bans private groups from sending information or other items into North Korea is unconstitutional and limits freedom of expression, according to unification minister Kwon Young-se.

Kwon made the assessment in an opinion submitted to South Korea’s Constitutional Court on Tuesday, according to a copy of the opinion provided to NK News by the Transitional Justice Working Group (TJWG). The court is currently reviewing the constitutionality of the leafleting ban at the request of 27 civic groups, including TJWG.
