Sung Kim’s trip will mark his fourth visit to Seoul since becoming special representative for DPRK policy last year. He last met his ROK counterpart Noh Kyu-duk two weeks ago and agreed to take “strong measures” in response to North Korea’s intercontinental ballistic missile test.
