Expert says workers can find informal employment, as the DPRK’s COVID-19 controls leave its citizens stranded overseas

North Korean laborers have continued to work overseas during the pandemic in violation of international sanctions, a draft of the upcoming U.N. Panel of Experts report shows, as the DPRK’s COVID-19 border restrictions leave its citizens stranded abroad.
