The White House stressed the “urgent need” for dialogue and diplomacy with North Korea on Monday following news that the North had restarted activity at its primary nuclear reactor for the first time in three years.

The International Atomic Energy Agency (IAEA) released a report last week explaining that signs indicate North Korea appears to have restarted its plutonium-producing reprocessing reactor at Yongbyon, describing the observation as “deeply troubling.”
