The unification ministry’s guidelines state that the law only bans launches of balloons, bottles, and other vehicles to get leaflets from South Korea to North Korea. The law states that “the movement of leaflets and other items through third countries” will be punished, prompting speculation that launches from nearby countries like China would also be banned by the law.
