South Korean President Moon Jae-in on Thursday called for the military to “significantly develop” its strategy for “thoroughgoing retributions” against North Korea.

Moon said the Republic of Korea’s army “must be ready to win,” at an event marking the 69th Armed Forces Day, which falls on October 1.

“The top priority is to secure abilities to counter the North Korean nuclear and missile threats,” he told South Korean soldiers. “It is also necessary to significantly develop the Korea Massive Punishment and Retaliation, which is designed for thoroughgoing retributions.”
