U.S. Secretary of State Rex Tillerson on Monday said Washington could negotiate with North Korea if it ceased missile testing, in a speech at the ASEAN regional forum in Manilla.

The remarks follow a round of strict UN sanctions passed on Saturday in response to two intercontinental ballistic missile (ICBM) tests by North Korea in July.
