South Korea’s new President Moon Jae-in said North Korea’s treatment of Otto Warmbier proves the DPRK is an “irrational regime” during an interview with CBS News on Tuesday.

The South Korean President told CBS This Morning’s co-host Norah O’Donnell the DPRK must bear a “heavy responsibility” for Warmbier’s death, which occurred on Monday following his release from North Korea last week.
