Expert says South should approach North via private sectors despite anti-U.S. month in N.Korea

South Korean Minister of Unification Hong Yong-pyo suggested support for the ongoing drought in North Korea, as a way to resume negotiations during a meeting with journalists Wednesday.

The event marked Hong’s 100th day in office, and Hong expressed responsibility for current deadlock in inter-Korean relations.
