Seoul asks Kaesong companies to refuse Pyongyang’s raise demand

Seoul could take 'administrative, legal' actions against those that don't comply

SEOUL — South Korea sent an official notice to Kaesong Industrial Complex companies, instructing that they turn down Pyongyang's demand for a raise in the wages of North Korean workers.

Meanwhile, the North continues to ignore the South's offer to discuss the matter.
