Park suggests inter-Korean summit without conditions

Expert calls summit unlikely without financial incentives for DPRK, says Park unlikely to grant these

The president of South Korea has proposed a summit with Kim Jong Un on Monday, and said a halting of its nuclear program need not be a pre-condition.

"If it is helpful, I am up for a summit meeting with the North,” she said during a news conference. “There is no pre-condition."
