Security officials in South Korea and Japan met in Seoul Tuesday to discuss bilateral issues, including North Korea, which had some local media speculating about a summit between Seoul and Tokyo’s leaders.

The odds of a summit, though, remain long given the long-standing cultural and political rifts between the two nations.

Shotaro Yachi, head of Japan’s National Security Council, met with Kim Kwan-jin, chief of Seoul’s National Security Office. North Korea was reportedly an agenda item, along with an overall improvement in relations.

Japan’s NSC was founded last year to boost its national security.
