Pyongyang is demanding a 10 percent wage hike for its workers at the Kaesong Industrial Complex jointly run by the two Koreas, the South’s Ministry of Unification said.

Wages at the complex are typically raised by 5 percent annually, but last year’s raise did not take place due to the facility’s April-September shutdown

Last spring the plant was closed during a period of particularly high tensions in which the North responded to joint military drills between the U.S. and South Korea by announcing the abrogation of non-aggression pacts between itself and the South and threatening a military first strike.
