One of North Korea’s biggest unfinished construction projects finally came to an end this year with the grand opening of the Wonsan Kalma beach resort, and a newly revealed law shows how the regime intends to ensure that the massive complex doesn’t end up as yet another economic boondoggle.

Enacted ahead of the opening earlier this year, with the full text only emerging last month, the Wonsan Kalma Tourism Zone Act marks the first time that the DPRK instituted a law specifically for a tourism zone.
