Incheon city invites N. Korean scholars to island conference

Local governments seek specialized cooperation projects amid inter-Korean freeze

The government of Incheon, South Korea has invited North Korean scholars to participate in an academic conference next year about Ganghwa Island.

Ganghwa Island is historically significant for a number of reasons. For one, it is where the Koryo Dynasty (918-1392) was temporarily based during a Mongol invasion. The city of Incheon is planning the conference for next year, the 140th year since the Japan-Korea Treaty of 1876, Korea's first international treaty, signed under Japanese military threat on the island itself.
