Correction: Russia, North Korea immigration agreement prepared, not signed

On November 7 NK News reported that in early September Russia and North Korea signed an agreement on the matter of illegal immigration.

This was inaccurate as North Korea and Russia have prepared the bilateral agreement referenced in the article but have yet to sign it into force.
